It can sometimes be hard to spot the cat, if you are on a plot where you are sure there is a cat you can wait a few minutes and an exclamation mark will show over the cat since it found a treasure. Have the cat dig for the treasure and then send your sim to a spot nearby to interact with the cat when it is done digging.
Click on the cat ans select Obsessive Stroking witch is the longest option available. Long options are always better since life points are based on how long the task takes to complete.
